The repository primarily consists of a collection of IMEI/TAC information from various other sources that at that time were publicly available. There never really was any development in the sense of software development going on - beyond the simple web UI at http://tacdb.osmocom.org/ and the Android app.
Anyone wishing to improve the TAC database or the app is welcome to do so by sending pull requests at osmocom/osmo-tacdb: TAC DB + Android app to collect them - osmo-tacdb - Osmocom gitea
